三、教學目標 Objectives
西元二零零七年十二月十三日，歐盟的二十七個會員國在葡萄牙簽訂里斯本歐盟憲法改革條約，象徵著歐盟的整合再度向前邁進一大步。事實上，歐洲聯盟在經過二十世紀後半段五十年的整合之後，已經成為世界上最大的經濟實體 ，也是與其它世界各地進行最多經貿交換的地方 。在擁有如此強大國家與經濟實力的總和之下，就如同美國前國務卿季辛吉在其巨著《大外交》中的預測一樣，歐盟將與其它的強權在二十一世紀一起主導世界的新秩序。然而，歐盟也面臨許多挑戰，例如英國透過公投決定脫離歐盟，以及歐盟各會員國就移民問題一直無法取得共識。本課程將帶領同學深入瞭解歐洲聯盟的整合過程與政策，以瞭解這一個世界之權力與經濟中心之一 的形成過程。
European Union is actually the second economic power of the world after the United States. With a GDP of more than 16 trillion us dollars, the EU is still far larger than the rising China (11 trillion). In the 21 century, USA, EU and China are the three-major political and economic powers of the world. Moreover, EU continue to lead in term of political value and certain important global issue like climate change. Nevertheless, EU is also facing on big challenges as Brexit and immigration problems. This course aims to help students learn the European Union integration since the beginning and to understand the possible development in the future.
