三、教學目標 Objectives
1974年葡萄牙里斯本開啟第三波民主化浪潮。1970年代1990年代民主國家快速成長(依據自由之家的統計，1974年39個國家，2007年90個國家屬於自由民主體制)。民主治理被倡議人士視為是普世的基本人權。然而，近年的政治發展（甚至包含西歐的成熟民主國家）似乎顯示，這股浪潮似乎停滯，甚至退潮。這門課探討這波民主化的過程與他正面臨的挑戰。課程主要分為四個部分。第一個部分提供分析的概念工具。第二部分以不同國家的經驗探討推動民主化的動力。涵蓋政治，經濟，社會，國際社會等因素。第三部分探討民主鞏固。包含制度設計面向與公民社會面向。第四個部分檢視民主治理的成果，民主有沒有實現他的承諾（經濟富足，福利，和平）。探討民主化的前景與當前所面臨的挑戰。
This course focuses on the process of democratization in a comparative perspective. This course is thematic as well as empirical. This course covers the basic conceptual tools, theories, and methods to understand the process and challenges of democracy and democratization. The readings span many regions of the world. The objective of this course is to provide students some insights on the conditions and factors strengthening democratic governance, and to sharp students understanding of the challenges facing democratic governance.

五、考評及成績核算方式 Grading

平時作業 20%課前先閱讀指定教材，為了達到這個目的，課程要求修課同學繳交閱讀文獻摘要。
報告 50%期末報告。請在第8週提出proposal。第9週課堂討論proposal。期末考當週繳交。20pages之內。
課堂討論 30%學習的途徑除了閱讀之外，同樣重要的是溝通。每個人一學期必須擔任3次presenter。3次discussant，並提出自己閱讀教材的想法與困惑。
