三、教學目標 Objectives
社會安全制度是目前當代先進福利國家中最重要的核心社會制度之一。作為一種經濟安全保障制度,它不僅可以促進所得重分配、同時也可以促進經濟協調。而社會安全主要是以現金給付為主的制度,包括了社會救助、社會保險、和其他所得維持的方案。本課程主要是要讓修課同學從各個面向,包括性別、生命歷程等等、了解社會安全對於社會的影響,以及在不同的時空中,社會安全制度的改變與影響。
Social security is one of the most significant social system in the contemporary advanced welfare states. It not only facilitates income redistribution, but also the formation of economic coordination. Generally, social security as cash benefits includes social assistance (also known as minimum income protection), social insurances (including pension, health, unemployment and industrial accident insurance, and recently long-term care insurance also has been considered as a part of social security), and other cash benefits such child allowance and so on. The expenditure of social security often shares the biggest part of total social expenditure or even total government spending. Therefore, this course will give students practical knowledge of social security systems and how they are designed and managed. The course content includes legal and policy issues in major social welfare programmes, including social security, the benefit system and pension systems, in a comparative framework.
