三、教學目標 Objectives
本課程旨在培養學生理解與分析比較公共政策之能力，使學生能掌握公共政策形成的核心理論與分析架構，包括制度、利益與理念等關鍵因素。課程亦協助學生理解不同國家在福利政策、勞動市場、移民政策、環境治理及平台經濟等領域之差異與形成原因。

透過閱讀學術文獻、課堂討論與案例分析，學生將學習如何運用比較分析方法解釋實際政策問題，並培養批判思考能力與跨國比較視野。
This course aims to develop students’ ability to understand and analyze comparative public policy. Students will learn key theoretical frameworks of policy analysis, including institutions, interests, and ideas, and how these factors shape policy outcomes.

The course also examines cross-national differences in major policy areas such as welfare states, labor markets, migration, environmental governance, and platform economies. Through academic readings, class discussions, and case analyses, students will develop comparative analytical skills, critical thinking abilities, and a global perspective.
四、課程內容 Course Description
●整體敘述 Overall Description
本課程介紹比較公共政策的核心理論、分析方法與主要政策領域，探討制度、利益與理念如何影響政策形成及跨國政策差異。課程前半部建立比較分析與政策理論基礎，後半部則涵蓋福利國家、勞動市場、移民、環境政策、平台經濟、社會運動及東亞發展體制等議題。

This course introduces key theories, methods, and policy areas in comparative public policy. It examines how institutions, interests, and ideas shape policy formation and cross-national differences. The first part of the course develops theoretical and methodological foundations, while the second part covers welfare states, labor markets, migration, environmental policy, platform economies, social movements, and East Asian developmental states.
